wondering if I can splice into my dryers 220 system to run a line for a stove in the basement or do I need a seperate line?

Part A: Is there a safety rule/code/standard regarding how many electrical cords can plug into an electrical panel in the wall (excluding the use of powerbars)? For example, if there are only 2 plug-ins for every socket, is it unsafe to plug in more than two devices using a 3-way octopus plug (http://image.shutterstock.com/display_pic_with_logo/525295/525295,1273982208,2/stock-photo-green-three-way-electric-outlet-adapter-for-three-prong-us-wall-outlets-53151004.jpg). Part B: Using a powerbar, if there are only 5 plug-ins, what is the safety rule/code/standard as to how many would be safe to plug in at one time? Hope that makes sense! Many thanks!!
